Founded by a career public safety executive with extensive experience in law enforcement leadership, operations, training, and organizational management, Evidence Leadership Group was built to address a gap many agencies face: leadership development that is practical, credible, and grounded in real-world experience—not theory alone.
Our work is informed by years of service in policing and public safety leadership roles, including executive, command, and front-line-level responsibilities in patrol operations, internal investigations, policy development, budgeting, training, community engagement, and organizational reform. We understand the pressures facing today’s chiefs, sheriffs, and command staff—staffing challenges, public scrutiny, evolving expectations, accountability mandates, and the constant demand to develop the next generation of leaders while maintaining operational excellence.

Dominick Watters, CPM. Born and raised in Baltimore, Maryland. I am a law enforcement leader with over 16 years of experience serving communities and leading teams through complexity and change. I believe leadership is built through accountability, growth, and service. Evidence Leadership Group was created to develop leaders who are ready for responsibility, not just rank.
